They are the same thing, but twin tails is an older word for pigtails most people say pigtails though.

@lil_pink_kat, Twin-tails and pigtails are both bunches of hair parted down the middle and gathered into two symmetrical bundles but pigtails mostly refers to twin braids in the hair because the braid looks like a curly pigtail and a single braid is called a pigtail (nobody really uses this term "pigtail" as a single braid a lot.) Many people now call twin braids, twin buns, and twin ponytails "Pigtails" as twin-tails naturally refers twin ponytails. Twin ponytails,twin braids, and twin buns are called bunches.
